In the UK, air quality management is driven by the National Air Quality Strategy, which sets standards and objectives for eight pollutants that are known to impact negatively on the health of the population and the environment. At a local level, the Local Air Quality Management system provides the platform for delivering the Air Quality Objectives for seven of the eight pollutants.
In order to effectively discharge their duties under local Air Quality Management, Birmingham City Council monitors air quality at a number of locations throughout the city as well as carrying out detailed modelling of the air quality at known hotspots. A comprehensive display of Birmingham's air quality data, including pollution data from all 7 automatic monitoring stations is normally available at "http://wmair.org/":http://www.wmair.org/
p. A comprehensive emissions inventory has been compiled by the Environmental Protection Unit of Birmingham City Council, which contains details of;
(1) All the IPPC authorised A1 installations with releases to the air within Birmingham and six other authorities in the West Midlands. Details of these processes can be found on the "Environment Agency website":http://www.environment-agency.gov.uk/?lang=_e Â
(2) The LA-IPPC (those A2 installations which have recently come under the remit of local authorities) and LAPPC (Part B) installations within the seven West Midlands Authorities;
(3) Releases from domestic and commercial sources.
(4) Traffic counts and the road network within the West Midlands.
The road network has been digitised along motorways and areas in which detailed studies have/are being carried out. The emission inventory also contains the most recent sets of emission factors released in February 2002.
These emission factors are available in an elementary form for several types of vehicles on the "NAEI website":http://www.naei.org.uk/ . The traffic information is updated on an ongoing basis as new traffic data becomes available from the Transportation Department of the Council.
